Quality Improvement Organization
The Virgin Islands Medical Institute, Inc. (VIMI) has been successful in developing and facilitating Learning and Action Networks (LANs) within the U.S. Virgin Islands that brings together healthcare professionals, patients and other stakeholders around an action-based agenda to achieve rapid, wide-scale healthcare quality improvement.
The LAN environment promotes the “all teach, all learn” methodology that is driven by a shared commitment to improve healthcare quality, energy, and knowledge sharing. This allows participants to learn from each other as well as from VIMI, the Healthcare Quality Improvement Organization (QIO).
Stakeholders participating in the LANs are able to:
- | Learn from others in an "all teach, all learn" environment |
- | Connect with other organizations and individuals that have similar Quality Improvement (QI) goals and challenges and have the opportunity for in-depth learning and problem solving |
- | Be mentored by a high-performing providers |
- | Become more confident to quickly implement proven best practices shared and identified by other participants |
- | Receive and freely share information and tools that support improvement |
- | Be recognized for meeting or exceeding improvement targets |
- | Participate in breakthrough quality improvement collaboratives |
LAN meetings are held quarterly, with at least one (1) face-to-face meeting and three (3) conference calls / webinars. LAN participants are requested to attend at least one to three meetings a year. Participants are asked to prepare in advance of each of these meetings, their current progress, effective practices and most recent results. During these meetings, VIMI will roll out new information that is derived from the most up-to-date practices in the field, patient stories, and business case development.
VIMI will share improvement information such as aggregate data findings, intervention results, observation, or patient feedback (de-identified, non-confidential data) collected through the LANs and develop a plan of action based on findings. We will assist and provide technical assistance to collaborative partners in generating data as frequently as needed to ensure improvement efforts are on target.
In addition to VIMI’s local LAN activities, we will also participate in the Centers for Medicare & Medicaid Services (CMS) supported-and-facilitated LANs that will spread the knowledge gained from counterparts across the country.

Quality Healthcare in the VI Symposium - 2011
On November 22, 2011, the Virgin Islands Medical Institute, Inc. (VIMI) kicked-off its Learning and Action Networks “Quality Healthcare in the V.I.—Symposium”.
This historic event was held at Government House on St. Croix. The event was convened by The Honorable Lt. Governor Gregory R. Francis, and The Honorable Governor John P. deJongh greeted the attendees and reinforced the mission of the symposium.
The kick-off proved to be a great success! It fostered synergy bringing together a diverse mix of key community stakeholders to discuss and brainstorm strategies to improve the quality of healthcare in the U.S. Virgin Islands.
Participants were energized and engaged as they were able to visualize the patient’s healthcare journey during case study break-out sessions.
Guided by the issues identified in the case study, participants committed to specific actions to improve the quality of healthcare in the Territory.
There is a new energy in the U.S. Virgin Islands, as community stakeholders work collaboratively to improve the quality of healthcare for all residents

"We Learn, We Act, We Achieve - Highlights in Diabetes"
On December 8, 2012, the Virgin Islands Medical Institute, Inc. (VIMI) and the Learning and Action Networks (LANs) successfully kicked-off the 2nd Annual Quality Healthcare in the V.I. Symposium entitled “We Learn, We Act, We Achieve – Highlights in Diabetes”. This year, the symposium took place on St. Thomas at the University of the Virgin Islands (U.V.I) campus, Administrative Conference Center (ACC).
The Honorable Lieutenant Governor Gregory R. Francis gave the opening remarks and spoke to the importance of this event and his commitment to improving the quality of healthcare in the U.S.V.I. Dr. Camille A. McKayle, the Interim Provost for U.V.I – St. Thomas, welcomed all participants. She felt that U.V.I was the perfect setting to have the 2nd Annual LAN meeting since U.V.I is committed to a process where learning is key to action!
Our local Government Access Channel - Channel 6 covered the symposium and has began running the event on television locally.
Attendees were enagaged as each presenter effectively highlighted the need for better health, better care and affordable care, and kept the patient and the patient story at the center of their presentations.
Attendees openly asked the presenters questions as well as shared their healthcare experiences during the interactive panel discussions segment.
Our Call To Action:
We reached out to each attendee in the room and the impending viewing audience of the recorded symposium. We expressed the importance of continued partnerships and the need for new partnerships in order to continue improving our healthcare system. We encouraged our audience to sign up and participate in our Learning and Action Networks (LANs) and to help us save hearts by pledging their support for the Million Hearts campaign.
Our 2nd Annual Quality Healthcare in the V.I. Symposium proved to be a great success as many attendees shared that they were able to view the healthcare system from a new perspective. Also, new participants have signed on for our LANs!
